THE role of Counsel General is to advise both the Assembly Government and the Presiding Office.
Until his retirement last October, the post was held by Winston Roddick QC, a former Liberal parliamentary candidate who quit as a Freemason on his appointment.
Mr Morgan now believes the post should be split, with separate legal advisers for the Assembly Government and the Presiding Office.
